	<title>Statement Concerning the Passing of Congressman Donald M. Payne</title>
	<description>The City of East Orange is saddened to learn of the passing of Congressman Donald M. Payne. His legacy of achievement as a public servant for more than 40 years as a local and county legislator and, his historic election as the first African-American to represent the 10th Congressional District gives abundant testimony to a life of extraordinary service and dedication.

His distinguished record of leadership as &amp;ldquo;elder statesman” of New Jersey’s Congressional delegation and, on the national and international stage, epitomizes his unwavering and profound commitment to serve as an advocate for equality and justice for all people. 

Throughout his extraordinary career he championed many causes, particularly concerning education, jobs and healthcare. He maintained active leadership roles with the Congressional Black Caucus as current chair of its Foundation and he served with distinction as its former chairman. As de facto ambassador to Africa, Congressman Payne brought hundreds of millions of dollars in aid to help reduce the devastating impact of malaria and HIV/Aids on the people of sub-Saharan Africa. 

May our heartfelt condolences, prayers and expressions of sympathy bring comfort to the members of the Payne family as they mourn the loss of their family Patriarch.
And, may the Payne family take comfort in the fact that his extraordinary legacy of leadership and service has helped to enrich the lives of countless people here and abroad.
